In the first part, you should create a checklist of places where you will insert keywords such as URLs, Page Titles, Content, Headings, Subtitles, Bold Texts, Image Alt Tags, Meta Tags and Meta Information, Schema etc. The second part of on-page SEO plan should contain internal-linking and outbound linking strategy. I would recommend you to organically link each page instead of only linking the target keyword of the page. For outbound linking only link pages from top ranking sites that publish quality content such as news sites, government sites etc.
